The Tri-County Council for the Lower Eastern Shore of Maryland started in 2001 (Chapter 527, Acts of 2001). The Council is a regional planning and development agency for the tri-county area of Somerset, Wicomico and Worcester counties.

Twenty-three voting members constitute the Council. These include the Somerset County Board of County Commissioners; the Wicomico County Executive and four members of the Wicomico County Council; five members of the Worcester County Board of County Commissioners; one elected municipal official from each member county; and the State Senators and Delegates who represent District 38, encompassing the tri-county area. Two additional members of the Wicomico County Council and two additional members of the Worcester County Board of County Commissioners are nonvoting members. Those legislators representing District 37 (part of Wicomico County) also are nonvoting members (Code Economic Development Article, secs. 13-801 through 13-811).

In July 2004, the Council established two divisions: Lower Shore Workforce Alliance, and Shore Transit.
